In the Land of Shadow with 9 Shadow Tree Blessings, it does 941 damage. Timing is everything this weapon. If you use it correctly, you can block just about any attack with your own.

If you’re doing a protection build, choose the Protection fighting style (you protecc, you attacc, you… protecc some more) and if you’re doing an offense build, choose the Dueling fighting style-- only 1 of your 2 shields is considered a weapon.

So yeah, I don't see how Dueling is affected when you have a shield. It's not a weapon, and if you used it as such, it would be treated as an improvised weapon. Even the feat that allows you shove and push people with a shield does no damage - and it still requires a feat. So your logic is wrong - since daggers are explicitly stated as a weapon.
