At least not when compared to N64 and PS1. I would argue that the Saturn version vs the PS1 version of Power Slave debunks this. But from what I've read from the comments of a few Sega Saturn super nerds in the past, it could supposedly outperform both the PS1 and N64 when firing on all cylinders in theory.

When it comes down to it and looking at hindsight, Sega America/Europe didn't have a long-term strategy. It was all about short wins. 32X short win. In Sega America, Saturn was a short win.

It's not a performance issue. The emulators in RA for Sega Saturn are just not great. Beetle is a 2+ year old fork of mednafen that has not been updated. Graphical enhancements for Sega Saturn are likely to be rare. It's a very neglected system in terms of emulation. Most people weren't interested in it until more recently.
